日本人留学生

文部科学省は12月22日、2008年に海外留学した日本人は前年比11％減の
6万6833人だったと発表しました。（98年の6万4284人並みの水準）
最近の「"学生の内向き志向"もその原因と考えられる」と分析しているます。
しかし、1990年代と比べるとまだ高水準ではあります。

一方、（少し古い話ですが）　英国は留学生の制限を発表しています。
これらも日本からの留学生数に、更なる影響を及ぼす可能性はあります。
今回の制限で、１２万人に上る留学生がイギリス留学ができなくなる
可能性があります。

The package means that the home secretary will close the door on up to 120,000 international students from outside the EU who come to Britain to take below-degree-level courses - about 40% of the annual total.
これから厳しくなります。
* Restrict student visas to degree level and above for all but highly trusted sponsors.
* Introduce tougher entry criteria for adult students.
* Ensure students return overseas after their course.
* Limit entitlement to work on graduation or bring in dependents; Green said he recognised that the UK was the global destination of choice for many thousands of higher education students but added that the renewed drive to minimise abuse was needed to "take a further step towards our aim of reducing net migration to the UK to sustainable levels".
